Description

Report by T. A. Acton, of the ‘Human Dimensions’ Seminar on Roma in Europe, organised by the Conference on Security and Co-operation in Europe (precursor to the OSCE) at the Office for Democratic Institutions and Human Rights (ODIHR), in Warsaw, 20th - 24th September 1994 (Text format). This illustrates (a) that the post-1989 policy shift of Western powers from improving conditions for Roma at home to minimising East-West Roma migration was well advanced; (b) The clear relegation of the IRU – the major European Roma civil rights negotiating partner prior to 1989 – into just one of the organisations in the Standing Conference of Romani Organisations within which the European Roma and Traveller Federation, led by Rudko Kawczynski, was to become dominant for a decade.
