A report by T. A. Acton and I. Klimova, to the Gypsy Council, of the 24th to 28th July 2000, 5th World Romani Congress, with analysis of the proceedings and history of earlier Congresses. It illustrates the complex, but ultimately comprehensive defeat of the democratizing tendency within the International Romani Union. It also describes the context for the declaration of the Romani people as a nation without a territory.
