Phillip Edwin Osborne was born in 1985 in Portsmouth, United Kingdom. He graduated from the Surrey Institute of Art and Design in Farnham, and later enrolled at Oxford University, where he received a degree in fine arts in 2007. He has a diverse portfolio of films and illustrations: since 2007, he has released eight movies and has collaborated internationally on various artistic projects, including projects in South Korea, and he has also taken part in festivals such as the Motovun Film Festival and the International Roma Film Commission.

Together with Damian James Le Bas and Charles Newland, Phillip Osborne is part of the filmmaking collective Notown Productions. Their films include the short film Witchfinder (2011), which won the Latitude Contemporary Art Prize Edit, A Quiet Heart in the Night Time (2011), Riley Smith: Portrait of an English Gypsy Tap Dancer (2014), the Romani language short Rokkerenna (2012) and Sootenna (2014), a tale of payback and mud. At present he describes himself as an artist, director and educator.
